Theoretical possibility that no cat is black, making the whole true but pointless.  A minor issue, but we are trying to get it all right from the get-go and learn from the hoofs in the predecessors.

The question was whether you really wanted 'pe R2a' to become 'Jana R2a' when tidying up your proposal.  It doesn't usually matter, but it has strange theoretical consequences as opposed to further absolute restrictions.

Hmm, leaving "p-" aside, are you saying that there are cases analogous to

re mlte jana xkre glke.= Every cat, if happy, is black.

re je xkre mlte glke.= Every black cat is happy.

... which have different meanings?  Or is it something else?  Right now, the proposed (simplified version) "p-" doesn't have any connotations other than "je"/"jana" so long as it's used prior to the main predication.
