I won't comment on what the grammar says, and the legality of "qaeiouq" is primarily a phonological question. We haven't agreed on a phonology, but in the rules I proposed "qaeiouq" would not be legal, because "a" cannot be followed by "e".

As for "qq", it would be legal -- maybe a good choice of stem for an arbitrary predicate like "broda" or "thingy".
