The difference, which does not affect the issue of where the scope begins, does affect the issue of where it ends.  If {da poi ...} is continued using {da},  the whole text involving that reference becomes lost in the specification of the referent, on one natural reading (the standard, in fact).  To avoid this, the {da} must be "namely ridered" out early, with {goi} or so.  But this is of very slight logical significance, however it affects rhetoric. 
Oh yes, and {da poi} is singular, while {lo} can be (and defaultingly is) plural.
