In Spanish, POTER ends up the in the kind of 3rd-declensionish "grab bag" of things that wouldn't fit into the first or second: sg. "poder", pl/ "poderes". So I might have indeed gone for your original 3rd declension idea. That said, there's no reason one couldn't have shoehorned the word into the 2nd declension. Stranger things happened :)
