Okay, I retract my earlier statement.  The parser is right and I was
wrong.

Your reasoning is sound up to the "ZO BY".  When the upper level of
the parser sees that, it fails, because ZO must be followed by any_word_698,
not BY.  The effect of the "zo" on its successor has been overridden by
the effect of the "bu" on its predecessor.
