lo'e, na'o

1. Given that the nicolaic lo'e is sensitive to scope (as I 
can show, if anybody disputes this), does it matter that it 
is a gadri rather than a PA?

2. How should lo'e be rendered in a logical formula? (Assuming
that one is allowed to invent new operators/quantifiers.)

3. What is the logical/semantic difference between lo'e and
na'o?

I stress I am talking about the nicolaic lo'e, which is based
on the premise that CLL is right in what it says about lo'e.
