The principle in this case is that an elidable terminator selma'o ought
not to have more than one cmavo in it, because then it is impossible to
reconstruct what cmavo should appear when filling in elisions.  This
was discovered back when TO and TOI had two members each, one meaning ( ) and
one meaning [ ], before sa'a was devised.
