If they don't have to be evenly spaced, then what's the difference between viewing them as a single scale or viewing them as having 'different' meaning for the so'[ae] vs. so'[iou] ones? Your diagram seems to agree that there is a qualitative break between so'i and so'e. We can't know what sort of quantity so'e and so'a represent if we don't know at least approximately the size of ro.
