You do seem, however, to have accepted it as a viable meaning for {ni} and, eventually, as the only viable one --at least the only one you mention.  Insofar, then, as you claim that {ni} is useless and do so because it has just this counting usage (and only this) the claim is unfounded.  What then is now the basis for your claim?  The original one seemed to be "I don't know how to use {ni}," which had the virtue of being true -- but was not relevant.

If I am confused, as I well may be, it is because you especially (but several other people as well) quote great swaths text wiht half a dozen different authors  -- or a couple alternating up and down -- so that, by the time the point is finally reached, it is impossible to figure out -- without more effort than it is worth geneally -- who is speaking.
