I read no such implication into 22.0 or for that matter into 21.99999... Both of these are representations of integers simpliciter.
They have the same denotation, but very different connotations. "21.9999..." tells me that the number probably is badly formatted computer output. Saying "I have 0.9999... apples in my hand" would be as odd in Lojban as it is in English, even if true.
