Jorge is just trying to put his understanding of loe on a formal
footing. Even formalizing "the typical" is a tricky task, and both
Jorge's & my understanding of lo'e comes from trying to make
sense of "the typical", and the understanding of le'e comes from
analysing it as an E-series counterpart of lo'e.

In terms of usage, Jorge has been the main user of lo'e, and not just
because he is the main user of Lojban. And if you have a decko at
the Importance of Being Earnest page on the wiki, you will see that
loe & lee pretty much end up as the default unmarked gadri (used
as they are for singleton and generic reference), with lo following
in 3rd place. Anything Jorge or I write can be dismissed as an
aberration, of course, (& the very fact of my writing Lojban is
aberrant), but if I was looking for examples of thoughtful gadri
choice, I'd tend to look first to stuff written by Jorge or me...
