It does parse, with -- as near as I can make out -- a selbri which is a tanru of {me ko'a}, taken as some sort of mex, and {moi} " "is a specimen-of-it th,"  which, being nonsense but legal, is then allowed to take on some useful new meaning.  I have to admit that selbri'd {pe} is not what would come to my mind.
