"glka'a" doesn't have an explicit illocutionary operator, although I
expect the default one is "ci", which I defined as "I hereby assert
that ...".

"wi" is "ca la fa glka'a jrca'aka", "I hereby express my being happy",
which is different from "[ci] glka'a", "I hereby assert that I'm
happy".
