Pelsodian consonants are fairly straightforward. Despite what you may think, the development of the consonants is much closer to that of Rhaeto-Romansch than Romanian. PT, KT > T and PS KS > S, kw > k (unlike Romanian), degemination of all consonants and palatalization of K and G to tS and dZ before front vowels.
The vowel system I am less satisified with. I am unsure over whether Pelsodian would have a "Western" seven vowel system or an "Eastern" six vowel system. Looking at the Slavic languages, which Romance languages may have lent a substrate, Slovene seems to prefer the former (suggesting the initial vowel system of Romance was a seven vowel system) while yet further east into Croatia Shtokavian prefers a Romanian like six vowel system plus schwa. What of the Slavic language spoken in Hungary I cannot say, as that language died out in the 10th century.
Besides that, my own personal idea for Pelsodian vowels is to develop a set of diphthongs quite similarly to dialectal Friulian and Vegliot -- that is, break med-low vowels in closed syllables while raising them in open syllables, break med-high vowels and possibly high vowels as well.
