Fortunatian: Retroflex, Alveolo-Palatal, and Post-Alveolar Consonants

I apologize in advance for the extensive fiddling I do with Uchunatonc/Fortunatian, but it's very important to me to make it naturalistic while preserving the features I feel most characteristic of it. In this case, I am trying to harmonize the un-natural abundance of [S] /x/ in Classical Fortunatian with the merger of retroflex and alveolo-palatal sibilants into post-alveolar fricatives and affricates in pre-Classical Fortunatian. Here's my current solution, submitted for your consideration and comments (note that this is not the full GMP, only the relevant parts for this discussion):
L = Latin PCF=pre-Classical Fortunatian CF = Classical Fortunatian RF = Rustic Fortunatian

L > PCF
Step 1
[rt] > [t`]
[tr] > [t`]
[str] > [s`t`]
[s]/[s]/C_
[s]/[C]/
[ss]/[s]/
[ps] > [fs]
sp] > [Cf]
Step 2
[s`t`] > [t`s`]
[Ct] > [tC]
[Cf] > [fC]

PCF > CF
[t`] > [tS]
[t`s`] > [tS]
[tC] > [tS]
[C] > [S]

PCF > RF
[t`] > [tS]
[t`s`] > [tS]
[tC] > [tS] > [ts]
[C] > [S] > [s]
[s] > [T]
[fs] > [fT] > [T]
[fC] > [fs]

Classical Fortunatian is the language of the elite (and as such, has its own peculiarities), while Rustic Fortunatian completes the logic of the sound chain, but hides most of its peculiarities under Classical Fortunatian orthography (which I need to work on, in light of its adoption of Claudian letters). When the Earls of Orkney conquered the Fortunate Isles, a more accurate phonology of RF began to appear, especially in names of places and peoples.
