Latin short vowels collapse together with their long counterparts. However several details of the consonant developments are distinctly Eastern Romance (eg. qu > p). But the formation of plurals with -s is distinctly Western. I would find it pretty difficult to class C-a. It's either a Western lang with Eastern features or an Eastern lang with Western features. Maybe it needs its own branch -- Southern, or Transmediterranian.
