T.A.V. (starting from scratch)



 Okay, a word of explanation here: I'm going to start from scratch, 
giving references for all my assumptions, and moving slowly step by 
step so I am sure that I'm understanding the rules and procedures.

 This language (called tav for now) is from an alternate history 
where the Spanish still conquered the Incas, but the conquerers (not 
Pizarro) turned around and established a theocratic state of their 
own.

 STEP ONE:  CAN I/WE GET RID OF ANY OF THOSE PHENOMES?

  STEP TWO:  Invent a modified Latin script for this alphabet...(or 
is that something for later?).
