I've seen that in French, but cannot now recall the context.
Probably a discussion about Auxlangs, because the expression is not common in French. I'm even pretty sure that 99% of the French people never heard the word "Volapük". After all, I did meet French Esperantists who hadn't ever heard of Volapük :)) .
