Except for the que -> whe part, I think so. Spanish, for example, dropped the /w/ part before front vowels (que, /kwe/ -> que, /ke/; but quattuor -> cuatro. So, the derounding before front vowels could've preceded the /kw/ -> /p/ change. But, I would expect qui and que to be treated the same. Another possibility, if you want to have a really unique romance lang, would be /kw/ -> /kf/, or /kw/ -> /xw/ -> /w_0/ -> /f/ -- "There's no such thing as 'cool'.
