I can't find any problems with it. Every fu'ivla that starts with a consonant and ends in a single vowel and is not "nice" (as defined in http://www.lojban.org/wiki/index.php/nice%20fu%27ivla%20forms ) can get a rafsi. What about allowing rafsi ending in V'y for those forms that end in more than one vowel (but not a diphthong)? So for example a fu'ivla like {sarpra'i} could have sarpra'y- as a rafsi.
