Maybe something like:

  le vi kumfa cu zenba le ka xokau prenu ce'u nenri kei
  ca ro cacra li ci a li pano a li zeci
  This room increases in how many people are in it
  each hour by 3, 10 or 73.

But we do need an intensional if we want "the number" as the
subject:

  lo-KIND te kancu be lei prenu pe le vi kumfa cu zenba
  ca ro cacra fo li ci a li pano a li zeci
  The number of people in this room increases every hour
  by 3, 10, or 73.

Why?

What is wrong with just converting your first sentence to get what I think is the precisely same translation.
le ka xokau prenu ce'u nenri kei cu selzenba le vi kumfa
ca ro cacra li ci a li pano a li zeci
