That's a very nice idea!

BTW, "tu'o" wasn't hijacked into meaning "one". If it means "zi'o
variety of PA" then when used as a quantifier it entails or
strongly implies that the sumti is a singular term, and when used
as a cardinality indicator it entails or strongly implies that
there is no countability.

In other words, your proposal is consistent with existing use of
tu'o as a zi'o-PA.
