We agree. Is there any way to *prevent* a gadri from taking an
inner quantifier?

Not with the current grammar, no.

Or do we just have to say that any inner quantifier
is meaningless?

Yes. My argument for {lei} not being Substance is that it takes
inner quantifiers in actual use, not so much that it is
grammatically allowed to. {lo'e} never takes inner quantifiers
in actual usage, because it would also be pretty meaningless,
as you pointed out.

{loi} doesn't take inner quantifiers in usage either, so in
principle we could have loi for Substance and lei for Collective
but that breaks other stuff.
