I suppose my position, did I formalize it, would amount to the claim that there are no variables that are not bound at some level.  How that works out in different cases varies, of course.  I think (and it really is no more than that) that {ce'u} and {makau} are different kinds of variable and at different levels.  Though both unbound at the surface, I agree.
