Literally it means "character transformation" and refers to the
display of the wrong characters due to encoding or labeling issues.

At that article, be sure to take a look at the image of the package sent from France to Russia addressed in mindlessly hand-written mojibake. 

The caption said the sender used the address from an email, not knowing it had suffered mojibake. Ignorantly, but not mindlessly.

TBH I would expect mindful Westerners in the process of transcribing strings of (mostly) Roman diacriticated uppercase vowels to think, "this doesn't seem like Russian -- where are the backward Ns and Rs?".  But maybe you're right.
