Literally it means "character transformation" and refers to the
display of the wrong characters due to encoding or labeling issues.

At that article, be sure to take a look at the image of the package sent from France to Russia addressed in mindlessly hand-written mojibake.  The Russian postal personnel duly transcribed and delivered it.  Absolutely hilarious.
