Rereading myself, I think I was being a bit hyperbolical and giving hostages to fortune in saying:
The dictionary entry of mlt contains a pointer to the encyclopedia
entry but doesn't itself tell you anything about cats or anything
more about what mlt means. The formal specification of the language
is silent on the contents of the encyclopedia entries.

Rather than say "the formal specification of the language is silent on the contents of the encyclopedia entries", I'd rather say "the information that the explicit specification of the language provides about the contents of the encyclopedia entries that its logical forms point to is informal and inexhaustive (but not necessarily entirely absent)". Indeed, getting good predicate meanings is an important module of the language design.  But it's not one of the intrinsically loglangy modules.
