This is basically true.
Lojban's grammar expanded and filled out, too, until its baseline a few years ago, so it's more complete than Loglan.
Reading L1 ("Loglan: a logical language") will still provide a useful base for understanding *how* Lojban works, but almost none of the vocabulary is the same, and Lojban word formation is more regular. The language is going through some adjustments even now, with several quite skillful speakers (not me) contributing.
