I think you're right on both counts.  I'd certainly try to avoid words of
the shape CVschwa, lest they are confused with CVa.  When you look at a page
of Loglan, you see a lot of CVV's.  Connectives and the-words and
punctuation certainly need to be cmavo, but discursives for the most part do
not.
