If a man were husband of a reigning empress (or queen, etc.) but she, not he, weilded the power, legally and in fact, I doubt he would hold the equivalent title. Most likely he would hold the title next down the hierarchy, or the one he bore coming into the marriage. Now if you had a William and Mary-type arrangement with co-regnant husband and wife, I guess they'd both bear the titles regnant. Yet another thought provoking question.
