Russian has only one set, just like English.

kak, how
pochemu/zachem, why
I've heard that Finnish has two, but looking in a dictionary I find this (Q=interrogative, R=relative):
who: Q kuka, R joka
why: Q miksi, R miksi
what: Q mikä, mitä, R mikä, mitä
when: Q milloin, koska, R jolloin
where: Q missä, mihin, R missä, jossa
how: Q kuinka, miten, R miten
