For representing some of the more common vowel sounds
foreign to Ceqli, okay (like ZH etc. for a common consonant that
is foreign). But not for native Ceqli words. Please?

1) 'Bat' and 'bet' sound alike to most non-English speakers. Even
Koreans, whose written language distinguishes these two
sounds, report that they have a hard time telling the difference
(though not so 600 years ago)

2) 'oe' would sound like a stressed schwa, but I think we're going
to need to reserve schwa for consonant cluster buffering. (But I
could bend on this one as long as 'oe' is clearly pronounced.)

3) 'ue' is a sound that English and Spanish speakers, among
others, have great difficulty with.

But the concept of permitting digraphs for a foreign sounds is a
fine one, as long as they don't collide with existing morpheme
shapes.
