Maybe better:

Kyu zi bi ten to hon sa pe, kyu da?

But, I'd think that in normal speech, stressing the zi would get the point
across.

Anybody know how Esperanto handles this problem?  Probably
Chu estas vi kiu havas libron?
or, just like english.
Trying to put that into Ceqli the same way...

Well, the closest I can come is as above,

Kyu zi bi ten to hon sa pe.

or maybe

Kyu zi bi pe hu ten to hon?
