argument structure of classifier "tov-"

I just noticed that the argument structure of classifier "tov-" (units of measures) in the Latejami dictionary is P/F-s. All of the "tov-" entries in the dictionary are closed nouns, ending in "-i". 
What would the focus of such nouns be?
