I find the derivation of police from safe and armor to be a little 
culture specific. For classification purposes it might be good to 
target a definition as basic as possible to what police do, 
regardless of what side of a police officer you are used to seeing. 

Lawyers and judges do legal stuff, but enforce in this context 
implies a level of physicality and well "force" that is more 
specific to guys with night sticks and guns.

I just read the kobaybegi/kobaycali distinction and it seems dead on 
to me.

RAM has been the most insightful conlang voice in print for years.
