I disagree. Consider the first test:
(1) It's relevant that he left early.
This not only sounds awkward to me, but the question that immediately
pops into my mind is "relevant to what"?
If relevance is a modality it also creates another, more serious,
problem when we create the P/F-s derivation, which would mean 'the
patient feels that the focus is relevant'. Like the disjunct, the
derivation also does not allow us to specify what the focus is relevant
to.
Thus, relevance must be implemented as a scalar relationship, not a
modality.
