Using your definition, "insular/parochial/provincial" is not a mental
state. It's simply an attribute of a person, and can be used to
describe a person's behavior as well as the way he thinks. It's not
just a mental state, but a whole way of life. This is unlike
"prejudiced/biased" which is a pure mental state.

I've tentatively implemented "byutya" to mean 'worldly/cosmopolitan/
sophisticated', and its opposite "byukwe" to mean 'insular/parochial/
provincial'. What do you think?

By the way, any suggestions for "narrow-minded/hidebound" ("bwazeko",
"vozeko", ???) and its opposite "open-minded/broad-minded/tolerant"
("zwezeko", "gezeko", ???)? Keep in mind that we already have "vyokomo"
meaning 'impartial/unbiased' and "zyekomo" meaning 'prejudiced/biased'.
