Yes, but they wouldn't be in alphabetical order.
The order would have to be:
bal bar = 0 1
bel ber = 2 3
bil bir = 4 5
bol bor = 6 7
bul bur = 8 9
cal car = 10 11
Hmm, that would make it obvious that CVl is even and CVr is odd, as well as making it a lot easier to expand beyond 100.
I like that.
