It's a phonetic notation system known as Conlang-X-SAMPA, actually a code on the IPA using only ASCII characters, since these can be expected to be robust against mangling and show up the same on all computer systems. (In fact YahooGroups in particular is known to mangle everything Unicode, so it's one of the last places where where an ASCIIfication is de rigeur.
