What phonetic factor would cause J and DY to become
voiceless but G and GY voiced? It would be more realistic if
first all fricatives w/o all affricates devoice, later to
become voiced between voiced sounds, or one of the following
scenarios, perhaps in combination with the above devoicing +
voicing in voiced environments:

|       J, G, GY > /(d)Z/
|       DY > /dz/
| or
|       J, G > /Z/
|       GY > /dZ/
|       DY > /dz/
| or
|       J, G > /Z/
|       GY, DY > /dZ/

Given c > z / V_{e,i} I'd expect J, G > [j] / V_V

And do you mean only g / _{e,i} or would g / _{o,u}
palatalize?
