It is true that you can create the group and change the name 
afterwards, making sure that everyone's notified so they can change 
any links. There are only a couple group features that can't be 
changed. I suppose you can have a name ratification poll on the new 
list and let it run a couple weeks.

Is there a plan to save the messages from 1302 to the switchover, or 
is that why the group's being quiet is important?

Politeness aside, it would take at least a week to add everybody with 
the new Yahoo policy. Any reasonable number of invitations can be 
issued, however.
