The 1st compound tends to convey a sense of emphasis: iog me parland = I do say, etc. An alternative to the simple present is the use of the preposition "ar" with the present participle. An inceptive can be formed with the preposition "po" with the present middle participle. Historically, the pronoun preceeded the preposition (following a now "understood" form of be): (am) me ar parlant. Since the verb is generally left off, the tense can't be known from the phrasal verb itself, and must be taken from context.
