Poking around on the internet I found links to work by Jeff Mielke, who has done research on the emergence of distinctive features and also some on the topic of phonological robustness/similarity. One of his projects, P-Base (http://137.122.133.199/~Jeff/pbase/index.html) considers most frequent segments across a database of 500+ languages - the most frequent consonant inventory he comes up with (based on graphic representations on the website): /m, n, ɲ, ŋ, b, d, g, p, t, k, ʔ, dʒ, tʃ, f, s, ʃ, x, h, v, z, ʒ, ɣ, w, j, r, l/.
