Yes, they're very abstract terms referring to any of those things.  Context would make 
them clear in most cases.

go bol germanzo.  I speak German.
go bi germanzo.  I am (a) German.
go ja germanzo.  I go to Germany.

but then, if it's unclear, you can add -bol, -jin, -haym, etc.
