Ugh. For me, this is just too radical. If you really 
need this sound, and want to use a consonant, I would 
vote for 'x', because it's kind of like saying "some 
sound goes here, and we don't have a better symbol 
for it".

bxl is much more appealing to me than bcl, for example.

sort of like baCH, loCH? To me, agua would be aGWa.

Well, if x became schwa, then the stop would either 
have to become c, or some punctuation. I haven't 
thought much about it, and have never uesd a language 
that cared about glottal stops explicitly, but 
punctuation seems reasonable. ^ or . or ' or ! for 
example.

So much for a stable baseline :-) and

I suspect this is one case where you'll just have to 
be the benevolent dictator, and choose something that 
you like. I suspect there will be many more such 
decisions as you move through the language creation 
process. I think you'll have trouble getting 
majorities on many issues, let alone consensus or 
unanimity.
