Anyhow, the Ceqli "Go bu dum ke plui fal.' means literally that. As an answer to, maybe, who thinks it's raining. Or, "Kyu zi dum ke plui fal." You could answer "Go be dum ke plui fal", or "Go dum ke plui bu fal." In the first case you're just saying, no I dont' think that.
