It's hard for me to get a handle on what to do here. First off, as consonants only appear at the beginning of a word, we have only the problem of initial consonant clusters. And, since the languages we're mostly borrowing from (except russian) have pretty limited permissible initial consonant clusters, maybe it won't be a problem for straight borrowings. Here I'll make an attempt at a set of rules: Actually, we're talking about non-vowel clusters, as rlmnq have to be dealt with: b, br, bl, bw, by (after this, I leave out the w and y. I figure they can appear after any consonant, tho I figure we shd prohibit Cwu and Cyi, as being hard to distinguist from Cu and Ci.) c, d, dr, dl (dl doesnt' seem to show up in many languages, but I have no trouble with it. Anybody else?) f, fl, fr g, gl, gr h j k, kl, kr p, pl, pr s, sk, skr, skl, st, str, stl, sp, spr, spl, sn, sm, sl, sr t, tr, tl. ts v, vr, vl x, (as for 's') z, zr, zl. Now, do we want to permit the voiced couterparts of the 's' series? zg, zgr, zd, zb, none of them or some of them? Please critique the daylights out of this.
