Yes.  It was for the sake of symmetry and consistency as Skander says.  Now,
as I had it before, there were letters for /S/, /tS/ and /dZ/ but none for
/Z/.  That didn't feel right.

Go fala zi.  Go pia pyar do.  Thing is, the phone exists in just about every
language I know of, and it's a phoneme in Mandarin, English, German, and
French (I think).
