I like the digraph for other languages' sounds idea.  I was trying to 
think of something different that other letters for which it could be 
used, and you beat me to it.  It might look odd it certain words, but 
it beats totally bastardizing  foreign words when they are wanted 
close to original.

This leads to a opinion of mine:  I prefer it that foreign words have 
their sounds retained vs. their spellings retained.
