You can, of course, make the process productive in your own conlang.  It doesn't need to depend on some other language.  
For example, even though Saweli started out as a mere relex of Latejami, in which new roots may not be created except by Rick Morneau, I create new roots for Saweli whenever I need to.  But I do not claim that back-formations to Latejami are legitimate.
